It strives to figure out the plights of the program. With the questionnaire survey method, this research takes lunch secretaries of Taichung national elementary schools in running modes as research subjects. Out of the 229 questionnaires mailed to subjects, 146 valid ones are retrieved, creating a retrieval rate as high as 63.8 %. According to the statistic analysis, this research draws the following conclusions: 1.The most favorable operation models for most elementary school lunch programs is thecentral kitchen method. 2.Most lunch secretaries are teachers working on a part-time basis. With various responsibilities to take on, they demonstrate low intention in doing the job, leading to frequent staff changes on the position and inadequate work experience growth, which hinders the school lunch program. This study puts forward a couple of suggestions below for the reference of related education administrative agencies and school authorities: 1.Suggestions for education administrative agencies (1)Lower down the requirements for having a nutritionist to promote school lunch quality. Endeavor to promote a professional image by appointing lunch secretaries who are well-informed in nutrition and health care. (2)Add an array of lunch subsidies into budget for a better performance of the lunch program. (3)Encourage the central kitchen method, increase the proportion of supplying other schools and avoid lunch price rises. 2.Suggestion for school authorities Cautiously evaluate the school lunch management mode and seek for goals of the least operating responsibilities on the school side, the lightest burden on the parents side,and the utmost benefits on the students side.
