This study uses the Taichung area’s farmers’ association as the research objects, the data collected dates from 2009 to 2013. Applying regression analysis, we find that the personnel expense, average profit of employee , extension business expenses and the numbers of credit sector and interest revenue have significant correlation. Also, the personnel expense has significantly impact on interest revenue. Moreover, we find that the interest revenue has significantly relationship with the change of CPI, this indicates that business cycle can influence the interest revenue of farmers’ association. The implications of our results point out that for farmers’ association industrial environment can affect its business strategy decision, and human resource should be seen as a valuable asset which can enhance organization competitive capability in terms of interest revenue. Currently, facing highly competition in the domestic finance industry and because farmers’ association is a locally small financial institution and has lots of business constraints, it is unable to compete with the banks in the local area. Therefore, farms’ association should recruit more agricultural finance talented persons and setup more effective human resource planning such that it can maintain sustainable development.
