Summary: | 碩士 === 中華大學 === 科技管理學系碩士班 === 103 === Based on literature analysis and interview method, this study took qualitative research to interview with the subject of eight full-time purchasing staff for procurement work in certain procurement government unit of Taipei City. The research aims to explore the correlation between the government purchasing staff with government procurement license and work competence. It firstly explored the relationship between procurement license system and work competence from related literature and interviewed the interviewees from three aspects, namely, motive and demands of obtaining professional procurement license, factors influencing work competence and difficulties and measures in the practical work. It is found staff with professional procurement license is positively related to work competence of the government procurement work. In addition, this study found the government agency can positively help improve the professional ability of purchasing staff engaged in government procurement work by holding professional procurement license training class so as to improve personal work competence.
At last, the researcher proposed related standards of the government authority or government agency stipulating procurement affair license system and suggestions to carry out government procurement specialization and future research related to this study.
