When faced with the gradual depletion of global energy reserves, the main issue considered in Taiwan’s energy development policy is how to develop self-sufficient energy industry. It must satisfy people’s livelihood and basic requirements,and also cover both environmental protection and economic development.With a complete industrial chain of solar cell and abundant sunshine, Taiwan has been promoting the “Green Energy Industry SunriseProgram” since 2009, which listed solar power generation as major strategy for renewable energy and promoted projects of “MillionSunshine Roofs”, “Renewable Energy Development Guidelines”, etc. as rewarding measures. Its goal is to achieve the capacity of solar photovoltaic devices to 6,200MW by 2030. Although the government has targeted school campus as the promotional and demonstration sites of solar power generation system, there still remain many schools unequipped with solar photovoltaic systems. Therefore, this study aims to explore the causes and propose solutions. A further understanding of the perquisites for installing solar power generation system on campus, expected cost-effectiveness, and relative regulations and subsidy policies prior to the planning of solar photovoltaic devices will be conducive to the follow-up promotion and popularization of solar photovoltaic systems. This study treats the elementary and middleschools unequipped with rooftop solar power generation system in Hsinchu County as the target cases.It thenestimates the cost-effectiveness and gross power output of building solar power generation systems on the roofs of the elementary andmiddle schools in Hsinchu region on basis of the analyses of the sunshine condition in Hsinchu, current costs of building the systems, and power generation efficiency. By collecting suggestions through questionnaires, this study discusses the factors that influence the intention of installing solar photovoltaic systems in schools, such as the source of construction budgets, wholesale purchase rates, subsidy policies, the extent of governmentalpromotion and assistance, knowledge of solar power generation in terms of the schools, etc. The results are the main achievement of this study. In addition to estimation of the potential and cost of building rooftop solar power generation systems in elementary and middle schools in Hsinchu County, this study analyzes the factors that affect the intention of installing solar photovoltaic systems in schools and providesrecommendations. The research results can be used as valuable references for government on promoting solar power generation policies on campus and also for future research projects.
