碩士 === 中華大學 === 企業管理學系 === 104 === Electric power, mother of industry, is the main source of power for a country’s economic development. It is also an element for every activity in human society. Therefore, the sufficient supply of power is the major indication of measuring the development and competition of a country. The government invests abundant funds in discovering the power source, transmission and distribution facilities. It is not only boots domestic economy, but also brings up flourishing birth and development of power engineering. The overhead transmission line installation industry is one of them. It serves the function of transporting and distributing electricity, just like the blood vessels and nerves system to a human being. It’s vital to maintain the smooth operation of electric power. Power system is the combination of power generation, transmission and distribution. In Taiwan, only the power generation is open to privatization, the other two are still not open yet. Most of power engineering belongs to public works which is lead by Taiwan Power Co., Ltd. where the business behavior is governed by Government Procurement Act. in which an award is to be made to the lowest tender. A country’s public construction is an everlasting work, quality should be regarded as the first priority and it should not be compromised with the price. An enterprise seeks for profit as well as sustainability. The contracting enterprise is often torn between price bidding and profit making. Moreover, engineering is the combination of industry and commerce. The mode of operation is different from the ordinary enterprises. It has nothing to do with marketing and production. It is focus on the application management of resources (equipments and human resource). Public Construction adopts open -tendering procedures and its restriction which is set for qualified suppliers is low. In order to study the competition of the overhead transmission line installation industry in public construction tendering, this study focus on five of overhead transmission line installation, adopts Chen’s (1996, 2008) analytical method of market and resource to analyze their dynamic competition and construct a competitor image. Hoping this research can provide a reference to competing suppliers for their strategy-making as well as for the government for making up the reasonable price.
