When the rain of typhoon is coming due to Taipei basin surrounded by mountains, outlet flowing will be discharged from Guandu district. Based on the flood prevention is public consensus, this paper argues that sophisticated flood prevention and mitigation in Guandu district should consider together. Explore sophisticated flood control strategy could do to mitigate the disaster of reducing loss for reference.
The research method used the analytic hierarchy process, respondents were the relevant sophisticated flood prevention experts and professionals, valid questionnaires were 35 persons. The research dimensions were based on previous literature, include: flood prevention advocacy, disaster relief efficiency, flood prevention and relief measures, flood prevention measures, emergency response systems, low-lying areas flood control projects. The results found that the sequence arrangement were:"Flood Prevention Advocacy", the weight value is 0.262, rank as 1; "Disaster Relief Efficiency", the weight value is 0.219, rank as 2; "Flood Control Measures ", the weight value is 0.165, rank as 3; "Flood Prevention and Relief Measures" of the weight value is 0.15, rank as 4 ; "Emergency Response System" , the weight value is 0.112, rank as 5 ; "Flood Control Project" , the weight value is 0.091, rank as 6.
The recommendations for the Taipei flood prevention unit is usually build support and liaison mechanisms with related volunteer groups, and often conduct relevant flood prevention drills strain. Moreover, the urban planning in Guandu district is to implement as soon as possible or limited opening, deregulation, and reasonable protection of agricultural farmland, with a positive response to the food crisis as a possible.
