碩士 === 中華科技大學 === 土木防災工程研究所在職專班 === 103 === On February 4th, 2015,TransAsia Airways flight GE235 crashed into Keelung River near the administrative border of Nankang District of Taipei City and Xizhi District of New Taipei City at 10:55 a.m., causing 43 deaths and 15 injuries. The entire search and rescue operations lasted 198 hours and mobilize over 8,500 people. All personnel participated in this operation agreed that this was a difficult and complicated rescue operation. Nevertheless, questions still need to be answered: Can we do it better? Can there be more people saved by us? This study aims to examine the entire accident and reconstruct the rescue processes to identify potential threats in this incident by participating in rescue operations, combining on-scene sequences of events, and interviewing rescue personnel. In order to establish more efficient and accurate operating procedures for rescue and search operations, many domestic and foreign air crash accidents are analyzed and opinions of experts are introduced in this study. In order to save more people and contain the accident within shorter period of time, this study analyzes and investigates on actual on-site rescue experiences to provide better and more effective solutions of rescue and search. Suggestions are offered for relevant units as future references on search and rescue operations.
