Due to elementary school campuses and neighborhood communities are often requisitioned as the basic unit for disaster prevention space when planning regional refuge in Taiwan, Ministry of Education continually implements campus disaster prevention plans in recent years. The initial stage starts from guidance and practicing disaster prevention education, and currently focuses on establishment of disaster prevention campus. Therefore, the objective of this research is to establish a complete evaluation framework and systematic instrument to grade the situation of campus disaster prevention space and equipment. The purpose of this study is to explore the issues of campus disaster prevention space and equipment for elementary school. First, the method of Literature Reviews was used to discover 25 disaster prevention space and equipment evaluation factors. Then via an expert questionnaire, the FDM and statistic analysis were used to screen the factors plus experts’ opinions, and 17 items were inducted. Then, the evaluation framework of campus disaster prevention space and equipment for elementary school was established. Second, the assessment items and criterions of the evaluation system were developed to design campus situation rating scale and practice real cases. Finally, the case study was used to perform the analysis of campus situation rating scale for elementary schools in Miaoli County. Based on the statistic analysis, the current status of campus disaster prevention space and equipment was comprehended, and then further problems and improvement strategies were proposed. Based on the above analysis, the conclusions of this study are proposed as follows: 1. Apply the evaluation system of disaster prevention space and equipment to analyze the campus situation rating. 2. Design the campus situation rating scale as the essessment tools for elementary schools existing disaster prevention space and equipment. 3. Preliminarily understand the insufficiency and prior improving items of campus disaster prevention space and equipment. 4. Based on the differences of the geography and catastrophes potential threats between schools, seek for efficient solutions and priorities of disaster prevention space and equipment to strengthen. The survey results showed that elementary schools disaster prevention space and equipment is generally insufficient. Under the circumstance of limited budget from Ministry of Education, improving policy shold be based on school surroundings and catastrophes potential threats.
