碩士 === 中華科技大學 === 建築工程與環境設計研究所在職專班 === 103 === For establishing the friendlier walking environment and better cityscape, Taipei city government started to promote the arcade leveling plan since 2001. It aims to provide an accessible and easy-to-walk arcade for citizens. The research tries to know how the community involving the walking environment after leveling from the user angel. Through satisfaction measure and post occupancy evaluation (POE), the purpose of this research is to understand the view of the residents living at the Xixin Li, Nangang District, Taipei City, on the hardware and software of the walking environment. Further, to understand the opinion of the community to participate in walking environment maintenance. The major measures, including literature review, field observation, questionnaire and interview, have been adopted to approach the recommendations on community involvement in walking environment improvement for subsequent reference. The study found that the public sector created the guidelines of participating in walking environment building for the community organizations to follow. To enhance community participation, in addition to public sector incentives, the political opposition needs to be excluded and the execution of public authority been endowed. In terms of user satisfaction survey, it showed that the retirees relatively keened to participate in community activities with the highest satisfaction on arcade hardware. In the term of occupied arcade space, the residents had higher ratio of dissatisfaction than shop owners. Nearly 70% were not satisfied with the information expression of community involvement in the arcade sidewalk maintenance. About 30% were dissatisfied with collecting funds to renew pavement on their own. The respondents all agreed to organize a community-based management committee, but only few were willing to participate the committee. The recommendation for future is to make a consensus and common objective between residents and shop owners first, then establish the demonstration pedestrian way to boost the overall community involvement and sense of identity.
