To the force majeure, the fire department serves as the major rescue force, while the 911 command center acts as the central nervous system. To most of us, dialing to 911 means the best solution to emergency or disasters; The first reaction to an emergency or needing assistance during a disaster is to call 911. In recent years, climate changes have caused a gradual increase on environmental and natural damage with more catastrophes. To the force majeure, the fire department serves as the major rescue force while the 911 command center acts as the central nervous system. To most of us, dialing to 911 means the best solution to emergency or disasters; hence, the most crucial task for the 911 command center would be the adequate and efficient assignment of firefighters for minimizing damage. Due to the above, the New Taipei City Fire Department’s 911 Command Center has been adopting a new assignment system since in 2013, which leaves the computer system to determine the priority from diversified assistant requests. This improves the existing vehicle module assigned by humans with effective results as well as minimum time on assignment. This research analyzes the differences between the old and new assignment systems over the same duration and with, SPSS 20.0 for statistical data on fire alarms betwee October, 2013 to December, 2014, as well as multiple analysis on durations of response to different situations, including fire alarms (R1+R2+R3), assignments (R1), performances (R2), and arrivals (R3) with variations of year, month, time period of time, fire alarm types, administrative region, rescue type, number of fire brigades, and fire brigade’s range of service. This research investigates the disadvantages and undeveloped functions of the new system, and with specific conclusions and suggestiong for further considerations. The research shows the duration from October, 2013 to December, 2014; the firefighters shrinked 75 seconds on performance, 41 fire alarms were reduced comparing to the period between October, 2011 to December, 2012; less property lose by NT$122.22 million, less finance loss by NT$139.932 million, less death by 1 person, less life injury by 8, and more life rescue by 52. This identifies the new system improves the arrival time for effective rescue and better life security.
