Under influence of urbanization and commercialization, society structure and lifestyle change, which make pressure increase for traditional market competition, standing of traditional market is gradually replaced by large discount store with diversity and full categories of goods. Focusing on that traditional market combine regional peripheral resources for development consideration of transformation, we rethink and propose issues and recommendation of traditional market modern management and transformation. Traditional market is with management of centralized retail vendors form, it is not only that sanitation, quality and price are prone to problems, but also pretty big difference between public or private management units. Therefore, traditional market searches development mode between new consumption mode and old traditional business mode for planning with full economic value, and develops efficient and compound operation mode to improve utilization rate of public space. Besides, overall consider surrounding traffic moving line development, tourism and industry market; connect surrounding consumer spaces by the way of complex development for future planning direction. Besides, public services provided by each government need to focus on considering people’s needs, and it is already a trend to provide services that people needs with entrepreneurial spirit, and it becomes a trend that the government open private investment or operation for public work construction that cannot be provided due to government financial difficulties. Hope this study can meet the performance needs of surrounding living area by the way of exploring private participation of public market reconstruction and overall transformation progress. Also to build the mode in private participation of reconstruction and operation in order to reach following overall benefits: 1. Increase public benefits and employment opportunities, 2. Improve the land use intensity, 3. Increase the value of public land, and 4. Increase government income etc. Therefore, this study takes public market as main research object in order to discuss related issues of private participation, and hope can further understand possible confronting problems by private participation in market renovation/reconstruction by simulation of nang-song market reconstruction project. Focus on that public market utilization style had been transformed to implement research and development simulation of utilization benefits, future development of land and to build private participation mode. Besides, to initiate a comprehensive subjective and objective condition of bidding project, including assessment of evaluation items market feasibility, legal feasibility, financial feasibility, engineering technology feasibility, and land acquisition feasibility, explore if specific analysis and discussion can utilize “ construction law to promote private participation in public works” in order to reconstruct traditional market, and hope it can construct concrete and feasible development model to achieve effects in win-win situation for both government and nongovernment.
