Restrictions in the state's financial situation, the China's annual investment firefighters counties of very limited, in addition to security, rescue, anti-disaster relief work, the need to implement prevention advocacy, education and training and executive assigned tasks; such a serious shortage of Fire human system, the more effective use of human importance. Management guru Peter Ferdinand Drucker believes human assets owned by the organization for the production of knowledge and mind tools, such affiliated person of non-material production tools, the so-called ability (competency). Scott but affect the main part of the definition of the functions of the individual and work-related knowledge, skills and attitudes, which is closely related to job performance, it can be upgraded through training and development. Recalling the years of research, education and training will affect the core functions and core functions will affect job performance, among the three has a close relationship, past studies also discussed the relative lack of education and training, and job performance among the core functions relationship; on the other hand, from the research point of view rarely investigate fire firefighters functions, the relationship between education and training and job performance. Therefore, this study will be the Taichung City Fire Department firefighter of the object, try to explore the core functions of education and training and performance of their work, hoping to provide a reference to the fire department in human resources management strategies, and finally the research shows as a result: 1. Personal attribute of dissimilarity has part of notable difference in Quality of Core Competences, But will not because of sex and age of dissimilarity and have the difference. 2. Personal attribute of dissimilarity has part of notable difference in Quality of Training, But will not because of sex of dissimilarity and have the difference. 3. Personal attribute of dissimilarity has part of notable difference in Quality of Job Performance. 4. Core Competences to the Job Performance have just to notable influence, Only the Core Competences of the motivation to job performance of the work Efficiency without showing the effectiveness of a positive relationship. 5.
