The operating performance is measured by the enrolling rate in these schools. The study finds that in the basic-type dimension, the school location has an obvious negative relationship with the enrolling rate; the school’s affiliated practical technical programs has significantly negative correlation with the enrolling rate. In addition, in the financial dimension,the scholarships is positively correlation with the enrolling rate;the capital expenditure is significantly positive correlation with the enrolling rate; the debt ratio is negatively correlation with the enrolling rate. In the teaching-resource dimension, the number of faculties is negatively correlation with the enrolling rate; the average area of each student use in school campus is significantly negative correlation with the enrolling rate; the resources of libraries show negatively correlation with the enrolling rate; the grant from government to school’s renovation funds is negatively correlation with the enrolling rate.
