Moreover, the significantly difference between cell loading which caused by the uncertainty in users moving. When the cell is overloading by users demand, the quality will decreasing. Therefore, this paper considers adjusting the cell coverage to achieve load balancing between cells by transferring loading from higher loading cell to the lower one. We proposed a adaptive method to control antennas array beamwidth and direction to achieve load balancing in cells. Also, the method introduced Q-learning technique to optimize parameters dynamically to load balancing.
