Finally, the other for the sake of protection of rights and interests of dispatch workers, the Ministry of Labour sent elaboration of the draft Law on the Protection of Labour and respond to the expected impact and feasibility of the three parties also sent people deserve careful exploration. In this study, information and electronic manufacturing industry as the main body, and the political parties to send tripartite manner through purposive sampling a total of 12 interviews. With Integration interested parties on issues related to opinions from all sides, forming conclusions and recommendations. The study found dispatch caused due to labor unrest and labor employment has been criticized in the like state, for information and electronic industrial manufacturing direct staff turnover is high property itself is not too great; but because the industry has to send another unit rapid response and dispatch of labor advantages, and therefore it is necessary to existence. However, using this mode of China's overall labor force labor system, is indeed part because of the expense of labor dispatch labor rights, thereby causing a lot of public opinion, it is for the sake of improving the policy bias narrows legislative boycott and dispatch business use. But the political parties in this position in addition to sending institutions and to send units lose its fairness, but also ignores the other characteristics of the industry's employment considerations, did not even reach the real "protection" for dispatch to the needs of workers. And limiting the use of reduced labor dispatch makes outsourcing contract in disguise there is an increasing trend, which is not more secure in terms of labor labor patterns. Research suggests that labor safety is important, but the overall labor market policy should uphold the principle of fairness and justice and respect for the free market mechanism, flexibility for both employers and employees the importance and necessity should not be underestimated. Information electronics industry manufacturing recommendations for the use of labor dispatch are listed below: First, the political parties should face the industry often do not require adjustment facing industrial characteristics of human respect and send wishes to send units of labor freedom of choice; second, do not work for dispatch set up special law, the relevant specifications can be directly integrated into existing legislation; Third, the policy focus should be more aware of norms and institutions and to send dispatch units should be the responsibility of individual burden which the employer to ensure that workers' interests are not damaged due to dispatch status.
