Although both the political institutions of the two countries are extractive, Taiwan dominated by Kuomintang（KMT）few foreign regime brought about “Holding the central and slacking the local”, and South Korea dominated by “Military bureaucratic” local regime caused “up-down consistent”. For this reason, the industrial organizations of two countries are not the same. The upstream of petrochemical industry in Taiwan monopolized by the state-owned enterprise, the midstream of one monopolized by the party-state owned enterprises, and the downstream of one opened to many medium and small-sized enterprises. The industrial organization in South Korea is vertically integrated and the performance of petrochemical industry is better than the one in Taiwan.
