Accoding to the contents we developed the original conceptual framework of competency indicators. Second, indicators were developed after recommendations and reviews with the study team of Delphi technique.Last, recommendations were generalized to be the reference materials of the middle and elder-aged information education teacher, the institution of the middle and elder-aged education,the Administration of education and the middle and elder-aged students. Research method was Delphi technique with 13 experts to complete the indicators. Accoding to the research discoveries, the conclusions were generalized as follows.
