Summary: | 博士 === 國立中正大學 === 犯罪防治研究所 === 103 === Drug Abuse among servicemen influencing military discipline and force has caught international attention and established preventive and counseling measures. Due to the closed military system and special status of servicemen, effect of drug-abuse servicemen counseling lacks related empirical study. 180 drug-abused Substitute Civilian Servicemen’s drug using state was analyzed and the difference of each 72 drug-abused and general servicemen’s emotional adaptation, life adaptation and cognitive behavior was quantitatively studied to understand the cause of drug abuse. And also through qualitative research, 5 drug-abused servicemen, 6 counseling professionals and several serviceman inspectors were interviewed for their cognition and opinions on the effects of referral counseling of drug-abused servicemen.
The study found that the major causes for servicemen drug abuse are peer influence, curiosity and releasing stress, etc. And these servicemen with short drug period are not yet addicted; the drug abuse ratio is lower among our servicemen than among youngsters in general. The effective cognition of counseling discovered that servicemen can enhance their drug abstinence motive,earn stress management, improving problem-solving ability and gaining family support through counselors’ motivational interviews and cognitive behavioral therapy. And also implementation of urine monitoring mechanism could achieve its deterrent. Overall, drug-abused servicemen after a short-term counseling can reduce the recidivism rate of drug use.
The suggestions of the study include: Accepting instead of condemning drug-abused servicemen, establishing drug abuse case management to implement tracking and caring mechanism, enhancing confidentiality of urinalysis and accompanying counseling measures, establishing internet counseling service to solve emotional and life harass, joining public service with peer’s guidance, providing vocational training and job search for starting a career after the service, integrating anti-drug propaganda with health education and leisure activities, continuing counseling mechanism and establishing evaluative mechanism for inspecting its effect.
