Summary:碩士 === 元智大學 === 資訊社會學碩士學位學程 === 102 === “Networks interconnect with each other” is the characteristic and a prerequisite of the Internet. However, the dispute of Internet Protocol (IP) peering in Taiwan has been lasting for a long time. The IP peering mechanism in the globe almost adopts the principle of “light touch and commercial negotiation.” For the recent disputes of peering in Taiwan, Internet Service Providers (ISPs) cannot perfectly solve the issue merely by commercial arrangement. The main issues of IP peering in Taiwan now focus on the ineffectiveness of public peering, non-transparency of wholesale price and unfair payment mechanism. In the peering market, there are one big giant “Chunghwa Telecom” and two medium-size operator “Taiwan Mobile” and “Farestone,” and several small-size ISPs to compete with each other. Due to malfunction of Taiwan Internet Exchange Center (TWIX), each ISP, in terms of IP peering, should be required to purchase the paid peering or transit from the market dominant player (Chunghwa Telecom). The situation has put the pressures on the other competitors no matter from the viewpoints of fairness or cost. For dominant player, price cutting or increasing the bandwidth of TWIX could be good way for releasing the discontent of other competitors; however, the traffic among the ISPs is increasing far more than the cost saving thanks for dominant player in the broadband age. Thus, the way of price cutting cannot solve the existing dispute in the end. The thesis attempts to explore the disputes of IP peering and find out the compromised way between the dominant player and competitors, so as to seek out the new direction for solving the dispute.
