In the recent years, Taiwan had suffered problems because of the low fertility and the phenomenon of baby bust. Taiwan is facing the pressing issue of a declining birthrate and aging population. There is the potential for great social unrest and the fall in competitiveness. In order to raise the birth rate, government comes up with a slogan: Marriage, Raising and Upbringing. In addition, government takes several measures and grants incentives such as childbirth subsidy, tuition-free for 5-aged-child education, public child care policy, subsidies for unpaid parental leave for raising children and government housing subsidies for the youth. The purpose of government population, social welfare and labor policies is to prevent declining fertility. Government constantly grants incentives, but the deterioration of political situation and economic circumstances lead to late marriage and late childbirth. The aim of this study attempts to explore causes of baby bust and ways of seeking appropriate social resources to alleviate burden. They all culminate in these three sections: (a) economic pressures, (b) changes of attitude for marriage and childbirth, and (c) the transition of family structure and function. Under the shortage of social resources, government should grant incentives related to encourage family development, marriage and breeding in order to optimize the population structure.
