碩士 === 元智大學 === 社會暨政策科學學系 === 102 === Recently, Taiwan's ICT and electronic medical devices have evolved, which can provide innovative and diversified health care, during the condition about aging population and lack of care system are gradually critical in Taiwan. Furthermore, the Health and Welfare promoted "Pilot Telecare Project " since 2007 for the development of integrated and continuous Tele-healthcare by the home-based /community-based and institutional-based two categories Tele-healthcare service model. Therefore, objects of this study are to explore the implementation and achievement of the Tele-healthcare service. This study used in-depth method to interview researchers who have been involved in projects and examination of related area. The study found that: lack of funding and human resources will indirectly affect the execution of the nurses in the term of implementation; citizens are reducing costs of spending for health care in term of effectiveness; improves public health self-management in the term of usefulness; craving of people are depending on the charge in the term of adequacy; the resources are concentrated on the north in the term of equity; people have high confidence of care service. Research recommendations: develop telecare regulations to link related social insurance or subsidy approach as well as proposed the establishment of a dedicated agency; telecare systems and equipment have to be integrated to connect the value-added services of physiological information; policy marketing and wide range of service model are connected of care system, which is in order to increase the implementers and intention of people.
