Therefore, it is the trend that the public sector must make their services on-line. Starting from 2001, the Household Registration Office has been striving hard to make their services online so to raise the quality and efficiency of their services to the people. This study used technology acceptance model(TAM) and the model of the analysis of the web-service quality as its bases to explore the correlations of the intention of usage on the perceived usefulness, the ease of use on the web, the quality of services and information condition. This study used Taoyuan County and the five municipalities directly under the central government as its subjects of study. This study mailed out 500 questionnaires, of which 456 questionnaires were answered and returned, ignored the invalid questionnaires, there were 424 valid questionnaires. 1. The perceived usefulness and the intention of usage were statistically significantly positively correlated. 2. The ease of use on the web and the intention of usage were statistically significantly positively correlated. 3. The quality of services and information conditions were statistically significantly positively correlated with the perceived usefulness. 4. The quality of services and information conditions were statistically significantly positively correlated with the ease of use on the web. 5. The perceived usefulness and the ease of use on the web were the transcriptional intermediary factors of the quality of services and information conditions influencing the intention of usage. 6. Household Registration Office can use and integrate the web and media and actively market and promote measures that provide people with greater convenience through the use of the on-line services. 7. In serving the needs of the people, the government can use the cloud computing of the government to integrate and exchange the data of the five basic information and thus integrate the interdepartmental services of the government. 8. To improve and strengthen the quality of services of the on-line services of the Household Registration Office and provide the suitable interfaces and instant response system. 9. Before the introducing a new plan, the public sector can take into consideration the opinions of its citizens as to design a system that is suitable to the needs of its people and thus e-government can then become “people’s e-government.” Besides these, this research found out that people thought that there was still room for improvement on the whole. And the analysis of the open-ended questions could be used as a case study to enable the Household Registration Office to increase the intention of usage of its people.
