After the mining industry ended, the single management authority of the mining operating unit in the past has changed. Multiple powers entered the old mining area and took charge of targeted areas such as mining right, land and building management, tourism, environmental protection, mining heritage preservation, etc. respectively. The imagination of the local community--pursuit of living justice and regional development--is not only inconsistent with the cultural image interpreted from the outer society but also outranges the concerned spectrum of the current power owner. The local community thus lost their central position of representing their own wills on the land they inhabit. Through the Discipline Theory of Foucault, this study attempts to figure out first how to realize the imagination of the mining society on power relationship through the system, space, and ethics set by the operator within the mining production context. After entering the post-production situation, the power structure changed. The local society released itself from the self-discipline gradually. Meanwhile, they developed the subjectivity ideology against the official authorities and mainstream values. This study will analyze the issue further and restate how "culture" formed a new theme and became the opportunity for the local community to regain their right of interpretation during the movement of abandoned railway tacks "Walk the Road Back." Finally, it is suggested that "locality" is re-considered through interwoven networks from the "cultural route" perspective. The construction of local subjectivity should be confirmed based on the redevelopment of values, personal network, resources, knowledge, and self-actualization.
