碩士 === 國立雲林科技大學 === 科技法律研究所 === 102 === The subprime crisis we are witnessing now is a financial crisis affecting the world's macro-financial regulatory and market scheme. Yet, the mechanism of carbon trading scheme is very similar to the derivative market transactions such as subprime. Hence, based on the experience of the current financial crisis, this project aims to explore the possible risks exposed in the carbon trading scheme and laws and regulations proposed to oversight these risks.This project will survey and track the development of carbon finance and trading schemes, as well as the risk management policies and trends that proposed or implemented in the major countries of the world. And on this basis, to review our country’s current situation. This project expects to carry out the basic research of carbon finance and trading development, risk management method of systemic organization, and starting out the academia discussion on related issues. Academic basic research on this particular issue in Taiwan will not only open, but also provide important reference of the official in the future formulation of policies and laws which based on the international comparative studies, and provides a more concrete proposal development strategy and architecture direction on future carbon finance and trading development, risk and management, financial oversight regulation in Taiwan.
