The Government has introduced health and safety regulations, trying to reduce the incidence of occupational accidents. However, according to the 2012 OSHA statistics, the rate of construction industry occupational hazard of death was still ranked the second. Therefore, this study proposes a hypotheses that site personnel knowledge transfer will influence the working environment's safety and verify it. This study focuses on the construction industry personnel in construction sites, and selects the construction companies in western Taiwan as the survey targets. The questionnaire included demographic information, knowledge transfer scale, personal safe behavior scale, safety appeal scale, and working conditions scale. A total of 311 questionnaires were distributed to construction personnel, and 206 effective questionnaires were returned with an effective rate of 66.24%. The descriptive statistical analysis and Structural Equation Modeling (SEM) were conducted by SPSS 18.0 statistical package software and AMOS 18.0. As a result, at a 95% confidence level, the higher the degree of knowledge transfer of site personnel, the higher the personal's safety behavior, and also the higher the safety appeal. The personnel's safety appeal will also affect safety behavior. It shows that human knowledge transfer indirectly affect personal's safety behavior through the safety appeal. The more the personal's safety behavior, the more secure the work environment in the construction site. The safety appeal does not affect directly to a safe working environment, but indirectly affect the safety of the work environment through personal's safety behavior. In conclusion, if construction personnel want to improve the safety of working environment, it is important to conduct safety-related knowledge transfer. The managers need to coach the personnel on-site, ask them to provide safety-related opinions, always pay attention to and response the personnel's safety questions, and ask them to apply safety knowledge.
