Many countries have been developed from manufacturing factory to production concurred with tourism and became pioneers for present tourism factories. With the change of industrial structure from industrial economy to service industry in Taiwan, many small and medium sized manufacturing which survived on OEM faced great threat and were in urgent need for transformation. Furthermore, people's demand for leisure is also increasing with economic growth. In order to respond to the needs of each aspect, since 2003, government has started a series of policies to promote tourism factories and assisted the traditional manufacturing which had industrial culture or educational value to transfer into tourism factory. The impact of tourism factory policy had brought many well-run enterprises to join tourism factory. Therefore, according to different enterprises which are significant different in applying policy, the purpose of this study is to discover whether enterprises’ natures have impacts on applying the policy. This study focused on 98 tourism factories passing appraisal of government, using secondary data collection and content analysis to divide tourism factories into State-owned and Private-owned businesses. Furthermore, based on the natures of enterprise, the study classified Private-owned businesses into “Revival type”, “Recovery type”, “Steady type” and “Exceptional type” and then analyzed the differences among different natures’ enterprises applying tourism factory policy. The results show that most of “Revival type” and “Recovery type” enterprises regard promotion of transformation, channel, marketing and R&D capabilities as their main motivation. “Steady type” and “Exceptional type” enterprises take the practice of cultural knowledge, management synergy, corporate social responsibility and brand trust for priority. Although different natures and motivation of enterprises lead to different application of the policy, overall, tourism factory policy can assist enterprises from “OEM” of low value creation in industrial value chain to expand to the two ends of the value chain for creating high added value and enhancing their competitive advantage.
