Questionnaires survey and semi-structured interview methods were conducted in this study. The subjects included foreign learners of the elementary level Chinese from two Chinese language centers in southern Taiwan and the Kaohsiung branch of a private language center. The SPSS 21.0 statistical software was used to measure the reliability value and the α value .867 were got. First, the descriptive statistical analysis was taken to describe each sample distribution in each dimension. The conclusion of this study was the foreign learners like the teachers use a large number of target language Chinese as the medium of instruction in elementary level Chinese class, but the teachers should also include some of the learners’ first language to promote the effectiveness of learning when it is necessary. Then, two-tailed test were used to test the difference of the various learners’ attitude of the target language Chinese used as the medium of instruction, and the difference of the learning effectiveness and psychological impact on various learners by way of self-assessment. The results of the test were as follows: 1.There were significant differences about the learners’ view of the target language Chinese used as the medium of instruction in elementary level Chinese class between Chinese character educational sphere and non- Chinese character educational sphere. The demand for the target language Chinese used as the medium of instruction of learners in Chinese character educational sphere is more than the learners in non-Chinese character educational sphere. There were no significant differences of the effectiveness of learning between learners in neither sphere by way of self-assessment. The target language Chinese used as the medium of instruction created more positive psychological impact on the learners in Chinese character educational sphere than those in non-Chinese character educational sphere. 2. There were significant differences in the learners’ view of the target language Chinese used as the medium of instruction in elementary level Chinese class between the Chinese learners from one to three months and those from four to six months. The demand for the target language Chinese used as the medium of instruction of the learners learning Chinese from four to six months is much more than those from one to three months. The target language Chinese used as the medium of instruction created more effectiveness of learning and positive psychological impact on the Chinese learners from four to six months than those from one to three months. 3. There were no significant differences about the learners’ view of the target language Chinese used as the medium of instruction in elementary level Chinese class between male and female learners.
