Because of the geographical position factor,the seeing a doctor is not extremely convenient, looked examines the cost high also costs the time. The government unifies the medical specialty,the information and communication technology,in accordance to improvement the area medical service question. Implement a Tele-Medicine System is for the promotion medical service, and let the inhabitant also can share the medical resources. How should the medicine carry out Personal Data Protection Law is the present stage important research topic. With the medical digitalization and network development,it take advantage of examination in Tele-Medicine System. Meanwhile,it implicates that the personal medical privacy would be transmitted on a public network. Furthermore,to enhance the protection of privacy data,and provider proper protection for the medicine data,the purpose of the study is to implement a Tele-Medicine System based on HIPPA Specifications. Therefore,this thesis investigates domestic laws governing information security and internal information security controls commonly used by enterprises. With assistance of experts and scholars,this thesis explores the necessary adjustments of Tele-Medicine systems for compliance with the Privacy Protection Act. Implement a Tele-Medicine System is used as an example to validate whether these adjustments can make it compliant with the Privacy Protection Act and reduce the relative impacts on the medicine. This thesis attempts to find a cost-effective response plan,which can ultimately minimize the crime rate of information leakage, and establishing the reliable safe and convenience Tele-medical service environment, promotes the medical service quality.
