From the United Nations Framework Convention on Climate Change of 1992/6、Kyoy Protocol of 1997/12 to Copenhagen Climate Agreement of 2009/12, all of them show severe impacts of environmental changes and global warming. The International Organization for Standardization (International Organization for Standardization, ISO) published ISO 50001 for Energy Management System on June 15, 2011. It is the development of a set of common international energy management systems to help worldwide organizations increasing efficiency of energy saving and cost reduction, enhancing energy performance, and thus improving business performance. On the basis of both ISO 9001 for Quality Management System and ISO 14001 for Environmental Management System, ISO 50001 would be the important international standard system, and it is expected to affect 60% of the world''s energy utilization. However, energy use, consumption and waste, are not easily observed, but most energy monitoring and management systems are expensive, complex operations. To achieve the carbon reduction, firstly it is needed to know when and where the energy is consumed, and to explore why it is wasted, then to seek the strategic preparation for countermeasures (such as 3W: When, Where, Why, 1H: How). However, because the utilization of energy is not easy to be observed, it results in most of the associated high cost of implementation of energy management systems, and the complexity of the system. In this paper, I hope to develop an electrical energy management system, which could be easily used. The objective of this paper aims to design a potential product of electrical energy management system with a friendly price.
