And until the end of November, 2013, it has accumulated a number of 484 thousand of foreign labor staying in Taiwan. However, the amount of labor that escaped is as much as 41 thousand, and it has severely affected the safety of the society and also the national image. Moreover, it caused a lack of labor force to the entrepreneur and employers. When foreign labor falls from legal to illegal, it means that they turn to be the supplier of the labor-black-market. To earn the most benefit before they are sent back to their countries, the labor in the black-market would try their best to hide their identity, which gives chance to illegal agency and employer to exploit them more thoroughly. Also, the fact that they are “in the dark corner’’ might degenerate them into helping other people commit crimes or they might be in a bad health condition and spread contagious illnesses, which in turn cause a huge social welfare loss of our society. Finally, when these illegal labors are arrested, that’s when a lot of dispute regarding labor and capital starts, and again, affect the image of or nation. This research paper aims to discuss ways to prevent those foreign labors from escaping which causes a series of social problems; and to take a close look both at government’s policy, regulations for foreign labor, and the reason why they are escaping, so that we could adjust the policy to meet the need of both employer and employee. And finally, from understanding of the dilemma for the labor to the impact on Taiwan from those illegal labor force, this research paper offers to propose referable policy advice to the unit of government that’s in charge, in hopes that our society could have less and less missing labor, and thus increase the benefit of the employer, agent, labor, and the government unit in charge, and finally the society’s welfare as a whole. 陳凱瀛 2014 學位論文 ; thesis 25 zh-TW
