Working to construct the active aging of daily living environment by operational digitalization, has become a topic of concern to the industry, government and academia. Therefore, this article is based on the data of Republic of Industry, Commerce and Service Census in 2006, in which select residential care facilities industry for elders in Taiwan as research sample. We use the translog stochastic frontier production function to derive Technical Efficiency of residential care facilities industry for elders in Taiwan , and estimated Return to Scale by MLE method. Then, use the binary choice probit model and order regression model to assess the effectiveness of internal management variables on the operational digitalization. Finally, analyze the differences between the public and private sectors. Empirical findings are as follows. (1) The proportion of IT investment and willingness of residential care facilities industry for elders is high . (2) The TE index of residential care facilities for the elders is 0.692 , which means there are about 31% of technical efficiency improvement. And index of RTS is 1.073, means residential care facilities industry for elders are Economies of scale. (3) Entities to improve the TE, output elasticity factor, RTS, and R&D can significantly enhance operational digitalization. And the operational digitalization of public organizations are better than private .
