The urban heat island effect, heavy rain, global warming and other climate issues continue to occur. Urban residents are under the threat of heavy rain and hot weather in the summer. These are the climate problems that urban residents are now unable to avoid and need to address immediately. Thus, increasing urban green space to increase carbon sequestration, restoring land ecological environment, and reducing urban storm by increasing water retention have become the most important work to do for modern cities. In developed urban areas, what is the land that can be immediately improved? With Xitun District, Taichung as an example, survey results suggest that 78% of the 27 parking lots have no greenery and 70% of them are impervious. The asphalt pavement without shade in hot summer, coupled with the window glass reflecting sunlight, the parking lots are hot and dazzling for people parking the car or walking by. If the parking lot environment can be improved, the green environment of the city can be increased. Therefore, this study aimed to improve the parking lot design. The design improvement goals are based on the shade tree selection, total carbon dioxide sequestration, increased water retention and the introduction of rain garden design concept of low impact development. Regarding the selection and evaluation of the shade trees for the parking lots, this study scored the 54 kinds of trees listed in Taichung City Government Manual of Street Trees in terms of negative items (root damage, drop, falling flowers, falling leaves, cotton, guano dripping , caterpillars fall, bad smell, planting pest) and positive items (shade, flower, fruit, foliage, seasonal changes, evergreen, management and maintenance) as well as reference to relevant literature. In summary of the scores by the negative and positive items, the top five trees are Haematoxylon campechianum, Pistacia chinensi, Lagerstroemia speciosa, Grevillea robusta, Fraxinus griffithii, Melia azedarach, Koelreuteria henryi, Elaeocarpus sylvestris var. sylvestris, and Michelia formosana as the best candidates for shade trees. Trees with lowest scores include Casuarina equisetifolia, Ficus benjamina, Sterculia foetida. Regarding the carbon sequestration and ground water retention, with Hui Shun Parking Lot in Xitun District, Taichung as an example, arbor tree were increased from the original 28 to 125. Before improvement design, the carbon sequestration TCO2 is 423,720, and the total carbon sequestration TCO2 is 2,877,213, which is 6.7 times before the improvement. The ground water retention before improvement was λ=0.11, which is below the ground standard value of λc=0.2; after design improvement, λ=0.57, which is above the ground standard value of λc=0.2, and is more than 2.8 times as compared to the standard value, and five times than that before the design improvement. By applying different design concepts and renovated design to change the same ground of the parking lot can beautify the environment and reduce noise and air pollution in the parking lot as well as increase the green ecological environment. If the parking lots of the city can all be improved to enhance the functionality of the parking lot space, more small and distributed green space can be added in the crowded city to improve the urban green belt.
