Because of the economic growth rate has dropped and getting high unemployment, the government in order to attract Taiwan Manufacturers returned to Taiwan to set up factories. They raised that decoupling the minimum wage between domestic and foreign labors in the free economic demonstration zone. This policy causes a debate and public protests between different administrative authorities, policy involves many stakeholders. This study qualitative in-depth interview, interviews with various stakeholders, coupled with the use of questionnaire respondents to fill in the social networking software UCINET6. Drawing relationships between the various stakeholders', thereby depicting the various policy issues discussed in the course of interest relationships in the network’s influence. In conclusion, as this issue is not a policy but a proposal. Therefore the executive is the most important participator, followed by non-profit organizations and manufacturing sector employer is the most irrelevant in the network. Finally, the results of this study made a number of recommendations on this, I hope in the face of future executive controversial issues can be more comprehensive. 魯俊孟 2014 學位論文 ; thesis 233 zh-TW
