The evaluation criterion of nurses in this thesis refers to 8 core literacy established by Taiwan Nursing Accreditation Council (TNAC), which are basic biomedical science, general clinical nursing skills, communication and cooperation, critical thinking, caring, ethics, accountability, and lifelong learning. Besides, we adopt Decision Making Trial and Evaluation Laboratory (DEMATEL) as analysis approach. The result reveals that, top 3 Priorities are a) general clinical nursing skills (16.1090), b) lifelong learning (15.8031), c) communication and cooperation (15.5329); top 3 Casual Relationships are a) caring (0.1909), b) general clinical nursing skills (0.2382), and c) basic biomedical sciences (0.4811). Considering the independence of“basic biomedical science”from others, we just choose “caring” and “general clinical nursing skills”for further discussion and improve them by means of quality management, humanity management and performance management. Finally, we provide some suggestions, such as providing channels for nurses to relieve pressure, cross-training for nursing faculty in aspects of practices and theory, re-integration of continuing education and professional disciplines, and buildup of reward system for incumbent nurses. This is to help managers or educators of nurses while making directions and standards so as to minimize the turnover of nursing manpower.
