including governmental (public) organizations. Recruitment and retention of employees have
been a long-standing challenge, especially among public sector in Mongolia. One reason for
the high turnover may be found in measuring perceived job satisfaction. Job satisfaction, a key
element of job retention, has not been adequately studied in this population. This research,
therefore seeks to examine the influencing factors on the public sector employee’s intention to
leave which is mediated by job satisfaction.
This study proposed and tested a structural equation modeling (SEM) to explain how and
to what extent each variable affects purchase intention using Statistical Product and Service
Solutions (SPSS) v21 and Analysis of Moment Structures (AMOS) v20 software for data
analysis. Paper based survey was conducted and analyzed from 285 respondents who were
serving in Mongolian Public Sector. Seven out of twelve hypotheses were supported. Among
several findings pay, promotional opportunity and physical working condition were the highest
influential factors on employee’s intention to leave.
This study would be useful for public sector administrators by offering different empirical
research approaches of employee behavior. Moreover, the findings of this study will help
managers to better understand employee attitudes towards their work and the reason why are
they intending to leave.
