Recently, with environmental awareness enhancing, the public start to take more concern about environmental pollution issues which interfere in their life. The petition cases come out one after the other in all counties just shows that not only people care about their own rights, but indicate the environmental problems have really increased. Since EPA established Public Nuisance Dispute Processing Procedures in 1999, the environmental protection bureau of each county has accepted the petitions in distinguishing characteristics. This research not only discusses the growth tendency of national petition numbers, but also specially concentrates on the characteristics of petition cases of every county in 2013. We evaluate the main environmental problems in every county by pollutants and objects of petition, and then provide some suggestions for the government as references of making environmental policies. According to our result, the quantity of petition cases has increased about 144% in last 15 years. If we focus on the data of pollutants in 2013, we can find out that noise, air pollution and environmental sanitation are the main problems about public nuisance. For instance, Taipei and New Taipei Cities suffer from noise pollution, and others are annoyed with air pollution and environmental sanitation. The pollutants of petition cases are mostly produced by community residents, some by commerce, industries, and construction works, and few by transportation and agency association, school, hospital. To face densely populated living condition, how governments at all level effectively deter public nuisance is the target which they should strive toward. Our research suggests that it can be commenced with many measures, including increasing the staff training, stepping up environmental inspections, establishing environmental pollution joint prevention systems, propagating all kinds of petition channels, surveying the processing satisfaction of petition cases, enhancing inspection of air and noise pollution, and tracing the petition cases reported repeatedly. Further, to edit the annual white paper on public nuisance petitions can offer the public to realize the processing performance. We hope the efforts via both government and public can develop the power of public opinion and public authority, and make improvement on the quality of our living environment.
