In order to ensure national defense and national security, according to "mercenary implementation plan" MND started risk control mechanisms. MND coordinated with Department of Conscription of the Ministry of Interior to estimate the amount of draftees who were born before 1993 is still plenty to be conscripted into the camp So DoD indicated on Sept. 12, the mercenary system which was planned to apply on 2015 will delay until January 2017. (Department of Defense 2013-9-12 press released) Armed forces are now facing the active officers and soldiers becoming retired and not able to recruit volunteers. This will result in reduction in manpower. If the military payment can not be satisfied by draftees, it is convinced that "the mercenary system" policy will postpone permanently. The other fact causing draftees concerned is career planning. So this paper questionnaires distributed to active duty in the Army mainly discusses why soldiers not intent to remain in the army. And this paper will be willing to be provided to MND as reference to "recruitment policy" amendment in the future, in order to facilitate the strength to reach recruitment goals every year, so that the military can construct a "rock solid" defense forces and by defense policy guidance, create a "not scared (morale high)", "could not bite (not block-able)", "could not swallow (not occupied)", "unbreakable (keep fighting)" military defense.
