The training officer plays a key role in the organization's training; therefore, the purpose of this research is to construct a competency model for the training officer, and in accordance with the needs of professional training programs using such a model, to improve the training officer's ability to conduct training and human resource development, and through the development of such a model, to serve as a future reference of creation for other categories, to develop other types of career competency models, and to strengthen the organization's human resource development. This study collects expert opinions via competency-based interviews and DACUM, summarizes the main responsibilities and implications of the personnel training officer, creates a competency model, and lastly, develops a basic training package using the model.
