This paper explores the structural model and processes of a governance model and the governance capacity which might affect the governance performance. Using the case study strategy, in-depth interview and secondary methods, this study identities structural properties of governance networks such as size, level and composition in the case. The functions include decision-making, guidance, management and operation. Governance process consists of the interaction and reciprocal feedback between actors at different levels of governance. Otherwise, the thesis takes a dynamic perspective on interaction and adjustment, and explores what change over time. Based on governance model maintenance, program implementation, and adaptation to change in the context, this paper has tried to lay out the different governance capacity. In the second phase a holistic theoretical framework is suggested for theoretical development. This paper advocates a whole system approach to the design and improvement of the theoretical model and practice for policy and governance in a complex world.
