It concluded all the policy directives on the arms production industries and adopted “Civil-Military Integration” as the main theme. The PRC’s military production industries in various stages are inevitably directed by the leadership at the time and also following the directives of previous administrations as the foundation. Further, it may consider the national necessities and social development conditions as well. Nonetheless, the “Civil-Military Integration” is the only principle persistently kept with no alternation. This thesis is composed by interpreting the contents of the document by microscopic point of view but observing the actual practices of the military production industries macroscopically. It is concluded from this research that the core directing element of this document is still holding the present goal conducting by the PRC’s military production industries at the present time. All following directing documentations may keep its main theme so that proves its significance toward the PRC military production industries as well as the continuity of the policy. All the future developments of these industries can be reasonably examined by reviewing each essential element listed in the document. It is also concluded by the research that the “Civil-Military Integration” task already achieved its initial milestone and it is also positively responded by the local governments and those defense enterprises. Yet, the overall tendency is still failed to be well grasped since the observation duration and information acquired is limited.
