There are often typhoons, the typhoon season runs between June to September each year, which occurs between summer and autumn. Typhoons s bring about an abundance of moisture to Taiwan, but due to the uneven distribution of space and time, flooding and landslides are common. General commodities are usually the first to be impacted from these disasters, and is especially evident when it comes to the price hikes of vegetable prices on the market.; Looking back at the historic data, we can often see the general public enter a shopping frenzy in order tostock up on general commodity supplies and consumer goods, there is strong evidence of supply and demand imbalance. At this point, we can often observe unscrupulous dealers who take advantage of this opportunity to stock up on supplies and drive up prices, leading to increased market imbalance and to quell social unrest. Such hoarding of the reluctance to sell not only reduces economic efficiency on the market, but is a more serious violation of social justice. It is indicated in article 24 of the fair trade agreement, the behavior of hoarding and a reluctance to sell out or driving up the prices of commodities also constitute to the negative impact of sufficient transaction and order and is also considered as deceitful or an unfair impact of violations. First, in Chapter 1 of the paper, the background, including the motivation and purpose, is briefly introduced, the scope and methodology of the study as well as the structure of the study are described herein. Chapter 2 constitutes the spirit of fair trade law norms discussing the practices and measures of stabilizing prices. Chapter 3 compares the abnormal period of economic control laws between the United States, Japan and South Korea. Chapter 4 discusses China's garlic production, distribution system and the study of accumulation of economic models. Chapter 5, discusses further how the stockpiling of hard trading fair will step in and bid up the price of our country. Chapter 6 is about conclusions and suggestions.
