Through this way, whether the tourism impacts from the exhibition of rubber duck influences the resdents’attitude to develop tourism activites is explored. The results could be the reference to develop tourism activities on Keeling in the future. In this study, we try to establish the framework and assumption through literature review. The hypotheses and survey is used by SPSS(v12.0) statistical software to analysis the result. The location of this study is in Keelung City from 21 to 31 of March, 2014. 309 valid samples of local residents by convenience sampling. This study found the results are as follows: 1.The perception of tourism impact has a positive influence on the attitude of tourism development. 2.The positive economic impact of higher perception, the tourism development attitudes will be higher. 3.The negative environment impact of lower perception, the tourism development attitudes will be higher. 4.The perception of social and cultural impact has no influence with the attitude of tourism development.
