On the other hand, while the arrival rate of pap smear testing is growing annually to the level of 30%, it is still left far behind the figure of 70-80% in developed countries; which reveals that there is plenty of room to improve on the promotion of encouraging female to accept the preventive pap smear testing for our hygienic and medical agencies. Therefore, this study initiates from the viewpoint of human psychological decision, utilizing the TPB (Theory of Planned Behavior) (Ajzen, 1985) model as the fundamental framework of this paper, to investigate the health conscious of cervical cancer prevention, threat perception and effect of feeling shy for female’s intentions toward taking pap smear. The analysis is implemented via SEM model to investigate the impact of consciousness of health, perception of threat, and the feeling of shy on pap smear on TPB. The results show that heath conscious positively affects the threat perception; threat perception negatively affects the feelings of shy; the heath conscious of cervical cancer prevention negatively affects the feelings of shy; the feelings of shy negatively affects TPB’s attitudes and subjective norms; and the threat perception positively affects perceived control and further raise the intention behavior to accept pap smear test.
