In the political field, e-Government is a good practice to improve internal and external services efficiently. Similarly, e-Parliament is also applied in legislative branches of governments world- wild. However, not much research has focused on the expansion of e-Parliaments. Therefore, this study explores the key factors that affect the development of e-Parliaments. Furthermore, several innovative applications and executive strategies to improve the development of e-Parliament are provided based on a study in Taiwan. According to the United Nations, the e-Government Development Index includes online services, telecommunication infrastructure, human resources, and e-participation. According to the 2012 e-Parliament survey index, the evaluation of e-Parliament can consist of six perspectives, such as oversight and management of ICT, infrastructure, services, applications and training, systems and standards for documents and information, library and research services, parliamentary websites, and communication between citizens and parliaments. According to the World e-Parliament Report 2012, the average total score for 156 individual parliaments was 46%, while Taiwan got a score of 69%. Systems and standards for documents and information and library and research services are important because of the characteristics of representative democracies. It is implied that e-Parliament is a communicative channel between citizens and the legislature. Moreover, e-Parliament makes legislatures more open, accessible, and accountable. For this study, the e-Parliament evaluation index consists of four perspectives including system quality, open data, online services, and interactive consultation to estimate 31 countries’ parliamentary websites. The results indicate that democratization and the development of e-government has an impact on e-Parliament progress. Furthermore, this study looks at how the Taiwan parliament uses ICT technologies such as social media, cloud calculation, and mobile devices. Four restrictions including organizational culture, staff’s skill, information content, and information security have negative impacts on e-Parliament progress. Therefore, four recommendations to effectively advance the development of e-Parliament are provided. These include: utilizing learning organization to breakthrough organizational culture, strengthening the information transparently, implementing educational training, and improving information security.
