However, the failure cases are still quite common. Excluding technical and resource problems, most of the failure cases are due to the improper promoting policy. One of the reasons is enterprises overlook their environment issues and result in the deviation of policy, which obstructs the promoting of KM. The environment issues which influence KM are KM Dominant Logic and KM Structure. KM Dominant Logic is the major management thought of decision-makers in the enterprise, which influences the management actions taken by the decision-makers; KM Structure comes from the extension of Structuration theory, which consider social structure makes up by resources and rules. This research is to observe how the external environment structure and internal dominant logic influence the management actions taken by the enterprise from the environmental point of view. Using Structuration theory to analyze the current enterprise resources and rules in environment structure, and how the dominant logic leads them to make the choices and the most appropriate management actions to achieve mission objectives. Through this case study, we can observe the KM activities at different stages of and analyze their KM Structure and KM Dominant Logic, and how this two environmental factors influence the KM activities to complete the mission objectives at different stages. Finally, we sum up an environment and behavior mechanism to help the enterprises find out the most appropriate management strategy for developing relevant strategies and management activities.
