Third, the provision reasonable budget: Information systems development is the creation of the Department of Intellectual Property, and the increasingly complex needs of the business units, cost estimates difficult, resulting identified between different agencies and vendors. Therefore, you should enlist a reasonable budget, to improve software quality-oriented, and create a win-win software outsourcing environment. IT staff should actively play a more important role in helping the business units will demand clarification, to construct the appropriate information infrastructure, providing technical advice, etc., in order to ensure the successful completion of IT outsourcing. Government to promote IT outsourcing policy considerations at this stage to focus on economic factors, namely cost savings.
