Also, Information Technology agents are under the pressure of highly competition and shortening product life cycles. It is significant importance of how to strengthen the interaction between international and domestic brands OEM with downstream agents. Understanding and providing solutions for the end customers' needs which are differentiated value-added services are also particularly vital. Thus, for the purpose of resolving the case of company's problems, the decision-maker had to think about how to meet with the end customers' needs, immediately grasp market information, continuously invest in new technologies, improve the internal organization and culture, more efficient integrate company's internal and external resources, gather team cohesion, and enhance productivity and competitiveness. The main purpose of this thesis is based on the Bestcom Company under the dilemma of facing losses in 2003. The management team decided to reconstruct operation and transform enterprise. They tried to change existing management thinking and company cultures which might promote and help the development of organizational change. Also, they had to face the problem of opposing by employees, when they implemented new organization and new management system so that the company's policy could implement more smoothly. To create high profit and remarkable business growth, they provide differentiated value-added specialty and service through talents fostering, technologies and resources investment. Then, the case company successfully gets rid of losses. However, after a high-growth period, the results derived from the rapid expansion of organization caused the increase of selfish departmentalism and poor communication and coordination. Besides, the company had encountered both bottlenecks in revenue and dramatic changes of market and environment; as a result, it might be a good time to use the emerging technology which is cloud application service. Once again, operating team had to face with whether to reform the organization or not. Moreover, they had to think about how to make optimal decisions and how to lead the company into reaching even greater heights. The thesis adopts Harvard Case Writing Method, which includes the Case Context and Teacher Reference Manual. The Teacher Reference Manual explains the case of content and discussions in details. Main topics include value-added services, organization learning, and change management. It makes arrangement on literature theory and case studies respectively to achieve the aim of combining theory and practice. It is not an easy task to change current working habit through the understanding of individual cases. In addition, it’s hard to transform the business patterns by a single member. Reengineering and transforming operations involve both corporate culture and system processes. The followings are key points for the discussion of this teaching case thesis: how to change from efficient organization to learning organization, and even involve into an innovative organization, and how to break through the limitations and resistance by employees, so that they can successfully complete the tasks. Additionally, what are the factors in decision making and what are the characteristics of decision analysis? What may the difficulties of transforming and reconstructing operations be?
