The second track recruits general college graduates. The major problems of the dual tracks system are the gap between police education and selection is widened and the entrants from external track are not well qualified for the police work. This study examined the history of Taiwan police entrance test system and the practices of police selection of US, Japan, and Korea to analyze the core competence required of the police work. Well structured interviews with many types of police officers are conducted. This study recommends the following reform measures to improve the police selection test in Taiwan: conducting written tests based on police core competence, diversifying the tests methods such as oral test, unifying the required physical standard for different genders, using police education and training to complement the entrance tests, legalizing the working contents of different gender police workforce.
