Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 102 === Civil Service Examinations for new civil servants are the main pipelines for the civil service system’s selection of talent in our country. Newly appointed civil servants not only contribute to the activation and evolution of the organization, but also serve as the key manpower for agencies in future development and innovation. Hence, in addition to the civil service examinations, the Ministry of Examination is also equipped with the basic training system design to ensure the screening and selection of qualified civil servants. However, the actual implementation results show that the learning or absorption effectiveness of personnel in the technical category is less desirable. In order to improve the aforementioned phenomenon, and further enhance their learning effectiveness, separate training sessions have been conducted since 2012. The separate training sessions are said to have contributed to the accomplishment of planned goals. Therefore, with the personal background variables as the independent variables and the course planning and learning satisfaction as the dependent variables, whether or not differences existed in the personal background variables and course planning, and learning satisfaction were explored. Additionally the correlation between course planning and learning satisfaction was determined. Specifically, the research problems in this thesis paper are as follows:
1.The foundation our government establish through the years training policy, it turns into of main and what is characteristic?
2.Discuss whether or not differences exist in newly appointed civil servants’ perceived training satisfaction towards separate basic training.
3.How to import the triage education viewpoint of the principle of equal opportunities to education into the basic training policies, thereby enabling training participants to achieve the best learning effectiveness.
4. By inspecting the changes in Taiwan’s newly appointed civil servants’ basic training system, propose ways to resolve differences in training participants’ satisfaction towards separate training in order to serve as a reference for the recommended government policies in the future.
First the quantitative then the qualitative research method was adopted in this study. With the admitted officers that passed level 3 entrance exam for senior government service posts (Taiwan) adopted as the research participants, a total of 2,488 copies were distributed, 2,214 of which were recovered, accounting for the valid recovery rate of 81.2%. SPSS statistical software was used for statistical analysis. Findings show that:
1.In personal attributes, the age variable showed significant differences in “course arrangement”, “teacher satisfaction”, and “perceived outcome”; the graduate department variable produced significant differences in “course arrangement”, “professional content”, “teacher satisfaction”, and “perceived outcome”; the examination category variables produced significant differences in “course arrangement”, “professional content”, “teacher satisfaction” , and “perceived outcome”; the gender variable showed significant differences in “teacher satisfaction”; the education level variable produced significant differences on “teacher satisfaction”.
2.The course planning variables had a significant middle-high correlation with learning satisfaction and its dimensions.
3.The course arrangement had a significantly positive impact on perceived outcome.
Based on the conclusions above, the specific recommendations are put forth as follows:
(1) Is continuously fine to turn to Meticulous class grouping.
(2) The training participants required different teaching methods based on their differed background and in conjunction with their future work needs.In order to overcome differ to learning and application.
(3)The teaching material content provides customized case materials intended for different categories.
(4) Raise all to receive training a personnel to learn short effect, medium, suggest over a long period of time: As there are numerous subjects to be learned, the integration of subjects is recommended;Enhance the feasibility of increasing seminars for the technical category and recruiting teaching staff;Enhance performance assessment methods and contents.
