Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系 === 102 === There is a plan of Taiwan Railways Administration to recruit civil societies, retirees or ordinary people to become volunteers and to add human resources to help. However, in the implementation of all rail station facing the internal and external factors, which hinders the volunteer plans. Therefore, this study is in-depth interview to Qidu, Taoyuan and Hsinchu rail station and explores the roles and functions of the cases while engaged in volunteers’ recruitment and management. And this study proposes to construct a mechanism of volunteers’ recruitment and management for rail station to operate and implement effectively.
This research reviewed former studies about the theory and constructed the analytic structure. There are three parts of analytic structure. First part is the internal and external influence factors of rail station, second part is volunteers’ consideration, and third part is the focus of the mechanism of volunteers’ recruitment and management.
Based on the results of in-depth interviews, rail stations are restricted by authorities, plans, rules and Railway system. Therefore the rail stations focus on different ways of volunteer recruitment procedures and management. The interviews of the cases are conducted a meta-analysis. According to the findings, the author provides following suggestions. First of all, the station authorities should pay attention to volunteer service and volunteer participation, training of professionals, as well as establishing volunteer affairs assessment and self- assessment system. Moreover, the local station should be included volunteers considerations, designated responsible person, non-governmental cooperation networks and constructing key points of the mechanism.
